Ide o z\u00e1sadn\u00fa reformu, ktor\u00e1 ovplyvn\u00ed licencovanie a doh\u013ead nad platobn\u00fdmi in\u0161tit\u00faciami, pravidl\u00e1 zodpovednosti pri platobn\u00fdch podvodoch, fungovanie otvoren\u00e9ho bankovn\u00edctva, siln\u00fa autentifik\u00e1ciu klienta, transparentnos\u0165 poplatkov aj postavenie in\u0161tit\u00faci\u00ed elektronick\u00fdch pe\u0148az\u00ed.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">Eur\u00f3pska komisia predstavila n\u00e1vrhy PSD3 a PSR d\u0148a 28. j\u00fana 2023 ako bal\u00edk legislat\u00edvnych n\u00e1vrhov, ktor\u00fdm chce modernizova\u0165 pravidl\u00e1 pre platobn\u00e9 slu\u017eby a elektronick\u00e9 peniaze v Eur\u00f3pskej \u00fanii. Cie\u013eom novej regul\u00e1cie, ktor\u00e1 je aktu\u00e1lne st\u00e1le predmetom rokovania, je najm\u00e4 prisp\u00f4sobi\u0165 regula\u010dn\u00fd r\u00e1mec digit\u00e1lnemu v\u00fdvoju, posilni\u0165 ochranu pou\u017e\u00edvate\u013eov, zv\u00fd\u0161i\u0165 bezpe\u010dnos\u0165 platieb a podpori\u0165 hospod\u00e1rsku s\u00fa\u0165a\u017e na trhu.<\/p>\n\n<p class=\"wp-block-paragraph\">Navrhovan\u00e1 pr\u00e1vna \u00faprava nadv\u00e4zuje na sk\u00fasenosti s PSD2<a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a>. Eur\u00f3pska komisia pri pr\u00edprave nov\u00e9ho bal\u00edka vych\u00e1dzala z toho, \u017ee existuj\u00faci pr\u00e1vny r\u00e1mec u\u017e v niektor\u00fdch oblastiach neposta\u010duje, najm\u00e4 pokia\u013e ide o prevenciu podvodov, d\u00f4veru pou\u017e\u00edvate\u013eov, praktick\u00e9 fungovanie otvoren\u00e9ho bankovn\u00edctva a jednotnos\u0165 uplat\u0148ovania pravidiel naprie\u010d \u010dlensk\u00fdmi \u0161t\u00e1tmi.<\/p>\n\n<h2 class=\"wp-block-heading\">What are PSD3 and PSR?<\/h2>\n\n<p class=\"wp-block-paragraph\">Bud\u00faca pr\u00e1vna \u00faprava platobn\u00fdch slu\u017eieb bude postaven\u00e1 na dvojici predpisov: nov\u00e1 smernica o platobn\u00fdch slu\u017eb\u00e1ch a elektronick\u00fdch pe\u0148a\u017en\u00fdch slu\u017eb\u00e1ch (<strong>PSD3<\/strong>) a nov\u00e9 nariadenie o platobn\u00fdch slu\u017eb\u00e1ch v r\u00e1mci vn\u00fatorn\u00e9ho trhu (<strong>PSR<\/strong>).<\/p>\n\n<p class=\"wp-block-paragraph\">Zatia\u013e \u010do PSD3 m\u00e1 upravova\u0165 najm\u00e4 autoriz\u00e1ciu, prudenci\u00e1lne po\u017eiadavky, doh\u013ead, agentov, pobo\u010dky a prechod existuj\u00facich poskytovate\u013eov do nov\u00e9ho re\u017eimu, PSR m\u00e1 obsahova\u0165 priamo uplatnite\u013en\u00e9 pravidl\u00e1 poskytovania platobn\u00fdch slu\u017eieb, najm\u00e4 informa\u010dn\u00e9 povinnosti, pr\u00e1va a povinnosti pou\u017e\u00edvate\u013eov a poskytovate\u013eov, pravidl\u00e1 zodpovednosti, anti-fraud opatrenia, SCA a otvoren\u00e9 bankovn\u00edctvo.<\/p>\n\n<p class=\"wp-block-paragraph\">The aim of implementing the regulation is to reduce disparities among Member States. PSD2 was a directive, which led to varying transposition, differing supervisory practices, and, in some areas, even scope for regulatory arbitrage. The PSR is intended to harmonize a large portion of these rules directly at the EU level.  <\/p>\n\n<h2 class=\"wp-block-heading\">The Biggest Issue: Fraud and Provider Liability<\/h2>\n\n<p class=\"wp-block-paragraph\">Najvidite\u013enej\u0161\u00edm d\u00f4vodom reformy pr\u00e1vnej \u00fapravy platobn\u00fdch slu\u017eieb je n\u00e1rast platobn\u00fdch podvodov. Eur\u00f3psky z\u00e1konodarca reaguje na situ\u00e1cie, v ktor\u00fdch samotn\u00e1 siln\u00e1 autentifik\u00e1cia klienta prest\u00e1va sta\u010di\u0165. Typick\u00fdm pr\u00edkladom s\u00fa pr\u00edpady soci\u00e1lneho in\u017einierstva, ke\u010f klient s\u00edce platbu technicky autorizuje, ale urob\u00ed tak pod vplyvom manipul\u00e1cie, falo\u0161nej komunik\u00e1cie alebo podvodn\u00edka, ktor\u00fd sa vyd\u00e1va za banku \u010di in\u00e9ho poskytovate\u013ea platobn\u00fdch slu\u017eieb.<\/p>\n\n<p class=\"wp-block-paragraph\">PSR preto posil\u0148uje povinnosti poskytovate\u013eov platobn\u00fdch slu\u017eieb v oblasti monitoringu transakci\u00ed, zdie\u013eania inform\u00e1ci\u00ed o podvodoch, posudzovania rizikov\u00fdch vzorcov spr\u00e1vania a prevencie nov\u00fdch foriem podvodov.<\/p>\n\n<p class=\"wp-block-paragraph\">Z poh\u013eadu pou\u017e\u00edvate\u013ea m\u00e1 by\u0165 z\u00e1rove\u0148 silnej\u0161ia ochrana pri neautorizovan\u00fdch transakci\u00e1ch. Ak poskytovate\u013e platobn\u00fdch slu\u017eieb nem\u00e1 objekt\u00edvne od\u00f4vodnen\u00e9 podozrenie, \u017ee klient konal podvodne alebo s \u00famyslom \u010di hrubou nedbanlivos\u0165ou poru\u0161il svoje povinnosti, m\u00e1 by\u0165 povinn\u00fd vr\u00e1ti\u0165 sumu neautorizovanej transakcie okam\u017eite, najnesk\u00f4r do konca nasleduj\u00faceho pracovn\u00e9ho d\u0148a. Samotn\u00e9 pou\u017eitie autentifik\u00e1cie nem\u00e1 automaticky dokazova\u0165, \u017ee platba bola autorizovan\u00e1 alebo \u017ee klient konal hrubo nedbanlivo.<\/p>\n\n<p class=\"wp-block-paragraph\">Samotn\u00e1 autoriz\u00e1cia platby teda u\u017e nebude automaticky znamena\u0165, \u017ee poskytovate\u013e za \u0161kodu nezodpoved\u00e1.<\/p>\n\n<h2 class=\"wp-block-heading\">Payee Verification: What Is It, and Who Is Affected by It Today?<\/h2>\n\n<p class=\"wp-block-paragraph\">Jedn\u00fdm z najpraktickej\u0161\u00edch n\u00e1strojov proti podvodom je mechanizmus overovania pr\u00edjemcu, tzv. verification of payee (VoP). Ide o overenie zhody medzi menom alebo n\u00e1zvom pr\u00edjemcu a jeho jedine\u010dn\u00fdm identifik\u00e1torom, typicky IBAN-om, pred vykonan\u00edm \u00fahrady.<\/p>\n\n<p class=\"wp-block-paragraph\">Kontrola zhody medzi menom pr\u00edjemcu a \u00fa\u010dtom nie je \u00faplnou novinkou zav\u00e1dzanou PSR. V euroz\u00f3ne u\u017e dnes tento mechanizmus plat\u00ed ako samostatn\u00e1 povinnos\u0165 pod\u013ea Nariadenia o okam\u017eit\u00fdch platb\u00e1ch<a href=\"#_ftn2\" id=\"_ftnref2\">[2]<\/a>. Poskytovatelia platobn\u00fdch slu\u017eieb musia slu\u017ebu overenia pr\u00edjemcu bezplatne pon\u00faka\u0165 od 9. okt\u00f3bra 2025, a to pre \u0161tandardn\u00e9 aj okam\u017eit\u00e9 SEPA platby (poskytovatelia platobn\u00fdch slu\u017eieb so s\u00eddlom v\u00a0\u010dlenskom \u0161t\u00e1te mimo euroz\u00f3ny maj\u00fa t\u00fato povinnos\u0165 od 9. j\u00fala 2027).<\/p>\n\n<p class=\"wp-block-paragraph\">PSR na t\u00fato logiku nadv\u00e4zuje a roz\u0161iruje ju: kontrola zhody sa m\u00e1 vz\u0165ahova\u0165 na \u00fahrady v\u0161eobecne a najm\u00e4 sa prep\u00e1ja so zodpovednostn\u00fdm re\u017eimom.<\/p>\n\n<p class=\"wp-block-paragraph\">Platite\u013e m\u00e1 by\u0165 pred autoriz\u00e1ciou platby informovan\u00fd, \u010di zadan\u00fd n\u00e1zov pr\u00edjemcu zodpoved\u00e1 identifik\u00e1toru \u00fa\u010dtu. Ak bude v\u00fdsledkom nezrovnalos\u0165, pou\u017e\u00edvate\u013e m\u00e1 dosta\u0165 inform\u00e1ciu, aby sa mohol rozhodn\u00fa\u0165, \u010di chce platbu aj napriek tomu vykona\u0165. V\u00fdsledok overenia zhody v\u0161ak nem\u00e1 by\u0165 s\u00e1m osebe jedin\u00fdm d\u00f4vodom na odmietnutie transakcie.<\/p>\n\n<h2 class=\"wp-block-heading\">Spoofing: When Must a Payment Service Provider Refund the Money?<\/h2>\n\n<p class=\"wp-block-paragraph\">PSR osobitne adresuje aj tzv. spoofing. Ide o situ\u00e1ciu, ke\u010f sa podvodn\u00edk vyd\u00e1va za poskytovate\u013ea platobn\u00fdch slu\u017eieb, a to zneu\u017eit\u00edm telef\u00f3nneho \u010d\u00edsla, e-mailovej adresy, dom\u00e9ny, webovej str\u00e1nky alebo in\u00e9ho komunika\u010dn\u00e9ho kan\u00e1la.<\/p>\n\n<p class=\"wp-block-paragraph\">V tak\u00fdchto pr\u00edpadoch m\u00f4\u017ee by\u0165 spotrebite\u013e opr\u00e1vnen\u00fd na refund\u00e1ciu aj vtedy, ak platbu s\u00e1m technicky autorizoval. Nie je to v\u0161ak absol\u00fatne pravidlo. Pod\u013ea kompromisn\u00e9ho znenia m\u00e1 by\u0165 refund\u00e1cia viazan\u00e1 najm\u00e4 na situ\u00e1cie, ke\u010f spotrebite\u013e bez zbyto\u010dn\u00e9ho odkladu ozn\u00e1mi podvod poskytovate\u013eovi a pol\u00edcii. Poskytovate\u013e sa bude m\u00f4c\u0165 br\u00e1ni\u0165, ak preuk\u00e1\u017ee podvodn\u00e9 konanie alebo hrub\u00fa nedbanlivos\u0165 spotrebite\u013ea.<\/p>\n\n<p class=\"wp-block-paragraph\">Pre \u00faplnos\u0165 treba doda\u0165, \u017ee rozsah tohto pravidla sa po\u010das rokovan\u00ed z\u00fa\u017eil. P\u00f4vodn\u00e1 poz\u00edcia Eur\u00f3pskeho parlamentu chcela osobitn\u00fd re\u017eim refund\u00e1cie roz\u0161\u00edri\u0165 aj na pr\u00edpady, ke\u010f sa podvodn\u00edk vyd\u00e1va za in\u00e9 d\u00f4veryhodn\u00e9 subjekty, napr\u00edklad pol\u00edciu alebo da\u0148ov\u00fd \u00farad. Toto roz\u0161\u00edrenie sa do fin\u00e1lneho kompromisu nedostalo \u2013 re\u017eim sa vz\u0165ahuje na vyd\u00e1vanie sa za poskytovate\u013ea platobn\u00fdch slu\u017eieb, nie za ak\u00fdko\u013evek in\u00fd subjekt.<\/p>\n\n<p class=\"wp-block-paragraph\">Pre banky a platobn\u00e9 in\u0161tit\u00facie ide o v\u00fdznamn\u00fd posun. Zodpovednos\u0165 sa u\u017e nebude posudzova\u0165 len pod\u013ea ot\u00e1zky, \u010di bola transakcia technicky autorizovan\u00e1. D\u00f4le\u017eit\u00e1 bude aj kvalita prevent\u00edvnych opatren\u00ed, ochrana komunika\u010dn\u00fdch kan\u00e1lov a schopnos\u0165 poskytovate\u013ea reagova\u0165 na nov\u00e9 podvodn\u00e9 sch\u00e9my.<\/p>\n\n<h2 class=\"wp-block-heading\">Electronic Money: What Does the End of the Standalone EMD2 Mean?<\/h2>\n\n<p class=\"wp-block-paragraph\">\u010eal\u0161ou ve\u013ekou zmenou je spojenie re\u017eimu platobn\u00fdch slu\u017eieb a elektronick\u00fdch pe\u0148az\u00ed do jednotnej\u0161ieho r\u00e1mca. PSD3 m\u00e1 zru\u0161i\u0165 s\u00fa\u010dasn\u00fa smernicu o elektronick\u00fdch peniazoch (<strong>EMD2<\/strong>)<a href=\"#_ftn3\" id=\"_ftnref3\">[3]<\/a> a existuj\u00face in\u0161tit\u00facie elektronick\u00fdch pe\u0148az\u00ed (<strong>EMI<\/strong>) maj\u00fa by\u0165 po novom posudzovan\u00e9 ako osobitn\u00e1 kateg\u00f3ria platobn\u00fdch in\u0161tit\u00faci\u00ed.<\/p>\n\n<p class=\"wp-block-paragraph\">To neznamen\u00e1, \u017ee elektronick\u00e9 peniaze stratia v\u0161etky svoje \u0161pecifik\u00e1. Na\u010falej m\u00e1 by\u0165 zachovan\u00e1 osobitos\u0165 elektronick\u00fdch pe\u0148az\u00ed, najm\u00e4 pri ich vyd\u00e1van\u00ed, distrib\u00facii, sp\u00e4tnej v\u00fdmene, kapit\u00e1lov\u00fdch po\u017eiadavk\u00e1ch pre EMI a ochrane klientskych prostriedkov. Z praktick\u00e9ho h\u013eadiska v\u0161ak EMI prestan\u00fa fungova\u0165 ako \u00faplne samostatn\u00e9 subjekty oddelen\u00e9 od platobn\u00fdch in\u0161tit\u00faci\u00ed.<\/p>\n\n<p class=\"wp-block-paragraph\">Pre existuj\u00face EMI bude d\u00f4le\u017eit\u00fd prechod do nov\u00e9ho regula\u010dn\u00e9ho a doh\u013eadov\u00e9ho r\u00e1mca. Bud\u00fa musie\u0165 pos\u00fadi\u0165, \u010di ich intern\u00e9 pravidl\u00e1 a\u00a0mechanizmy zodpovedaj\u00fa nov\u00fdm po\u017eiadavk\u00e1m.<\/p>\n\n<h2 class=\"wp-block-heading\">Open banking: less room for obstruction<\/h2>\n\n<p class=\"wp-block-paragraph\">PSD2 priniesla otvoren\u00e9 bankovn\u00edctvo, ale prax uk\u00e1zala, \u017ee samotn\u00e9 zavedenie AIS (slu\u017eba informovania o\u00a0platobnom \u00fa\u010dte) a PIS (platobn\u00e1 inicia\u010dn\u00e1 slu\u017eba) nesta\u010d\u00ed. Viacer\u00ed poskytovatelia nar\u00e1\u017eali na technick\u00e9 prek\u00e1\u017eky, nedostato\u010dn\u00fa kvalitu API, rozdielnu dostupnos\u0165 d\u00e1t alebo zmluvn\u00e9 a procesn\u00e9 bari\u00e9ry zo strany b\u00e1nk.<\/p>\n\n<p class=\"wp-block-paragraph\">PSR m\u00e1 tieto probl\u00e9my rie\u0161i\u0165 detailnej\u0161\u00edmi pravidlami pre pr\u00edstup k platobn\u00fdm \u00fa\u010dtom. Poskytovatelia platobn\u00fdch slu\u017eieb spravuj\u00faci \u00fa\u010det bud\u00fa musie\u0165 zabezpe\u010di\u0165 vyhraden\u00e9 rozhranie s dostupnos\u0165ou a v\u00fdkonnos\u0165ou porovnate\u013enou s rozhran\u00edm, ktor\u00e9 pou\u017e\u00edvaj\u00fa samotn\u00ed klienti banky. Pr\u00edstup poskytovate\u013eov slu\u017eieb informovania o platobnom \u00fa\u010dte a platobn\u00fdch inicia\u010dn\u00fdch slu\u017eieb k regulovan\u00fdm d\u00e1tam nem\u00e1 by\u0165 podmienen\u00fd osobitn\u00fdm zmluvn\u00fdm vz\u0165ahom s\u00a0bankou.<\/p>\n\n<p class=\"wp-block-paragraph\">D\u00f4le\u017eit\u00e9 s\u00fa aj tzv. preh\u013eady udelen\u00fdch opr\u00e1vnen\u00ed. Pou\u017e\u00edvate\u013e m\u00e1 ma\u0165 jasn\u00fd preh\u013ead o tom, ktor\u00fdm poskytovate\u013eom udelil pr\u00edstup k svojim platobn\u00fdm \u00fa\u010dtom, a m\u00e1 vedie\u0165 tieto opr\u00e1vnenia spravova\u0165.<\/p>\n\n<h2 class=\"wp-block-heading\">SCA: Security Without the Need for a Smartphone<\/h2>\n\n<p class=\"wp-block-paragraph\">Siln\u00e1 autentifik\u00e1cia pou\u017e\u00edvate\u013ea platobn\u00fdch slu\u017eieb (<strong>SCA<\/strong>) ost\u00e1va jedn\u00fdm zo z\u00e1kladn\u00fdch bezpe\u010dnostn\u00fdch prvkov eur\u00f3pskej platobnej regul\u00e1cie. Nov\u00fd r\u00e1mec v\u0161ak zd\u00f4raz\u0148uje, \u017ee bezpe\u010dnos\u0165 nesmie znamena\u0165 vyl\u00fa\u010denie \u010dasti klientov z digit\u00e1lnych finan\u010dn\u00fdch slu\u017eieb.<\/p>\n\n<p class=\"wp-block-paragraph\">PSR preto po\u010d\u00edta s t\u00fdm, \u017ee met\u00f3dy SCA maj\u00fa by\u0165 dostupn\u00e9 bezplatne a nemaj\u00fa by\u0165 z\u00e1visl\u00e9 v\u00fdlu\u010dne od jednej technol\u00f3gie, jedn\u00e9ho zariadenia (napr. smartf\u00f3nu), pokia\u013e pou\u017e\u00edvate\u013e v\u00fdslovne nes\u00fahlasil s mobile-only modelom. Poskytovatelia maj\u00fa zabezpe\u010di\u0165 pou\u017eite\u013en\u00e9 rie\u0161enia aj pre osoby so zdravotn\u00fdm znev\u00fdhodnen\u00edm, star\u0161ie osoby, osoby s n\u00edzkymi digit\u00e1lnymi zru\u010dnos\u0165ami alebo osoby bez pr\u00edstupu k digit\u00e1lnym kan\u00e1lom.<\/p>\n\n<p class=\"wp-block-paragraph\">Pre poskytovate\u013eov to bude znamena\u0165 rev\u00edziu autentifika\u010dn\u00fdch met\u00f3d, onboardingov\u00fdch procesov, z\u00e1kazn\u00edckej podpory a informovania klientov.<\/p>\n\n<h2 class=\"wp-block-heading\">Payment Institutions&#8217; Access to Bank Accounts<\/h2>\n\n<p class=\"wp-block-paragraph\">Ve\u013emi praktickou t\u00e9mou je aj pr\u00edstup platobn\u00fdch in\u0161tit\u00faci\u00ed a \u017eiadate\u013eov o\u00a0povolenie na poskytovanie platobn\u00fdch slu\u017eieb k bankov\u00fdm \u00fa\u010dtom. Mnoh\u00e9 fintechy dnes v praxi nar\u00e1\u017eaj\u00fa na de-risking zo strany b\u00e1nk, najm\u00e4 ak banka odmietne otvori\u0165 alebo zavrie \u00fa\u010det potrebn\u00fd na v\u00fdkon platobn\u00fdch slu\u017eieb alebo ochranu zveren\u00fdch klientskych prostriedkov.<\/p>\n\n<p class=\"wp-block-paragraph\">PSR m\u00e1 zavies\u0165 pr\u00edsnej\u0161ie pravidl\u00e1 pre odmietnutie alebo ukon\u010denie platobn\u00e9ho \u00fa\u010dtu platobnej in\u0161tit\u00facie. Banka by mala vedie\u0165 tak\u00e9to rozhodnutie od\u00f4vodni\u0165 konkr\u00e9tnymi rizikami a nie len v\u0161eobecn\u00fdm odkazom na intern\u00fd rizikov\u00fd apet\u00edt. Dotknut\u00fd subjekt a pr\u00edslu\u0161n\u00fd org\u00e1n doh\u013eadu maj\u00fa by\u0165 o rozhodnut\u00ed informovan\u00ed.<\/p>\n\n<h2 class=\"wp-block-heading\">MiCA and e-money tokens: Is a MiCA license sufficient for e-money token transfers?<\/h2>\n\n<p class=\"wp-block-paragraph\">Presah medzi slu\u017ebami kryptoakt\u00edv a\u00a0platobn\u00fdmi slu\u017ebami predstavuj\u00fa e-money tokeny. Inak to v\u0161ak m\u00f4\u017ee by\u0165 pri prevodoch e-money tokenov.<\/p>\n\n<p class=\"wp-block-paragraph\">Ak poskytovate\u013e slu\u017eieb kryptoakt\u00edv poskytuje slu\u017eby prevodu kryptoakt\u00edv s e-money tokenmi na \u00fa\u010det klienta alebo inak sprostredkuje tak\u00e9to prevody, m\u00f4\u017ee \u00eds\u0165 o platobn\u00fa slu\u017ebu, najm\u00e4 o\u00a0vykon\u00e1vanie platobn\u00fdch oper\u00e1ci\u00ed. Rada E\u00da a Eur\u00f3psky parlament dosiahli 27. novembra 2025 predbe\u017en\u00fa politick\u00fa dohodu. Po schv\u00e1len\u00ed vo v\u00fdbore st\u00e1lych predstavite\u013eov (COREPER) 22. apr\u00edla 2026 zverejnila Rada E\u00da fin\u00e1lne kompromisn\u00e9 texty PSD3 a PSR 23. apr\u00edla 2026.<\/p>\n\n<p class=\"wp-block-paragraph\">N\u00e1sledne boli 5. m\u00e1ja 2026 vo v\u00fdbore ECON Eur\u00f3pskeho parlamentu schv\u00e1len\u00e9 texty dohodnut\u00e9 v r\u00e1mci interin\u0161titucion\u00e1lnych rokovan\u00ed, a to osobitne pre PSR a PSD3. Ide o nov\u0161ie dokumenty Eur\u00f3pskeho parlamentu ozna\u010den\u00e9 ako <em>Provisional Agreement Resulting from Interinstitutional Negotiations<\/em>.<a href=\"#_ftn6\" id=\"_ftnref6\">[6]<\/a><\/p>\n\n<p class=\"wp-block-paragraph\">Ku d\u0148u tohto \u010dl\u00e1nku v\u0161ak PSD3 a PSR e\u0161te neboli form\u00e1lne prijat\u00e9 ani publikovan\u00e9 v \u00daradnom vestn\u00edku E\u00da. Nasledova\u0165 m\u00e1 form\u00e1lne prijatie Radou a Eur\u00f3pskym parlamentom a n\u00e1sledn\u00e1 publik\u00e1cia. Lehoty sa preto bud\u00fa po\u010d\u00edta\u0165 a\u017e od nadobudnutia \u00fa\u010dinnosti prijat\u00fdch predpisov.<\/p>\n\n<p class=\"wp-block-paragraph\">Pod\u013ea aktu\u00e1lnych kompromisn\u00fdch znen\u00ed sa m\u00e1 PSR v\u0161eobecne uplat\u0148ova\u0165 po 21 mesiacoch od nadobudnutia \u00fa\u010dinnosti, s\u00a0v\u00fdnimkou niektor\u00fdch ustanoven\u00ed, ktor\u00e9 sa maj\u00fa uplat\u0148ova\u0165 a\u017e po 27 mesiacoch.
